Pursuant to Article 4.7. of the Law on Transmission, Regulator and System Operator of Bosnia and Herzegovina (Official Gazette of BIH, 7/02, 13/03, 76/09 and 1/11), and Article 10 of the Licensing Rule – Consolidated Version (Official Gazette of BIH, 63/16), the State Electricity Regulatory Commission issues a 

PUBLIC NOTICE

IN THE PROCEDURE FOR ISSUANCE OF LICENCE FOR ACTIVITIES OF INDEPENDENT SYSTEM OPERATOR 

 

The Independent System Operator in Bosnia and Herzegovina (NOS BIH) filed with the State Electricity Regulatory Commons (SERC) the application for issuance of the licence for performance of the activities of an independent system operator.

The applicant is a holder of a seven-year licence for performance of the same activity expiring on 30 June 2026.

NOS BIH was established pursuant to the Law Establishing an Independent System Operator for the Transmission System of Bosnia and Herzegovina (Official Gazette of BIH, 35/04) and its activities include the operation of the transmission system, operation of the balancing market and the provision of system and ancillary services in coordination with the neighbouring control areas.

SERC will decide upon a complete and lawful application presenting all required facts and evidence, in accordance with its rules and regulations through the procedure without holding a formal hearing. Interested members of the public may object to this intention of SERC.

The application has to verify technical, legal and financial capacities of the applicant to continue to perform the same activity pursuant to the criteria, conditions and standards as prescribed by the law and SERC rules.

The persons interested in acquiring intervener status may file with SERC a request in writing no later than 24 March 2026. Intervener status may be granted to a person who proves a direct interest in the procedure for issuance of the licence, which differs from the general public interest in the issuance of the licence.
