PUBLIC NOTICE 22.12.2011.
Contributing to the further development of the electricity market in Bosnia and Herzegovina, at the session of the State Electricity Regulatory Commission held today, for the first time the tariffs for the electricity distribution services in Brčko District BiH have been set, which enables all eligible customers (all customers except households) to freely choose the supplier and purchase electricity.
In addition, the Commission has set the tariff rates for households in the District, adjusting them in comparison to the applicable ones for the adequate allocation of costs to tariff elements, while keeping the average electricity price on the present level
Furthermore, a new Decision on tariffs for ancillary services has been adopted, which are of particular importance for reliable operation of the BiH power system.
At the same session, decisions on tariffs for operation of ISO and electricity transmission services have not been adopted. Even after exhaustive analyses during two-month long tariff proceedings, the members of the State Electricity Regulatory Commission failed to agree on a single approach to setting the annual revenue requirement for the operation of Elektroprijenos Bosne i Hercegovine (The Company for Transmission of Electric Power of Bosnia and Herzegovina) and the Independent System Operator in Bosnia and Herzegovina, that is, to the level of tariffs for services provided by these two companies in 2012.

The State Electricity Regulatory Commission (SERC) informs the public that the following tariff proceedings are in progress:
- tariff proceedings for setting of tariffs for distribution services and tariff rates for supply of households in Brčko District BiH,
- tariff proceedings for setting of tariffs for operation of Independent System Operator and ancillary services, and
- tariff proceedings for setting of tariffs for electricity transmission services.
SERC points out that formal public hearings have been held during the proceedings so far, after which the relevant reports have been prepared on which the regulated companies and other interested parties (interveners) will have an opportunity to provide their comments.
Therefore, with regard to different forecasts and expectations of a part of the public concerning the timing and possible outcome of the tariff proceedings, which some media are spreading, SERC informs that the information forecasting an increase of end-customer prices as the result of tariff proceedings is ungrounded.
Final decisions on tariffs, based on established facts and conclusions reached as a result of the overall course of the conducted proceedings, shall be made by SERC on its session scheduled for 22 December 2011.
Pursuant to its compenteces as defined by law, the State Electricity Regulatory Commission (SERC) has initiated proceedings for setting of:
- tariffs for electricity distribution and tariff rates for supply of households in Brčko District of Bosnia and Herzegovina,
- tariffs for operation of the Independent System Operator and ancillary services in Bosnia and Herzegovina, and
- tariffs for electricity transmission in Bosnia and Herzegovina.
On the basis of the applications of the following regulated companies: the Public Utility Company “Komunalno Brčko”, the “Independent System Operator in Bosnia and Herzegovina” Sarajevo and the “Company for Transmission of Electric Power” Banja Luka, that is, on the basis of the currently available data as well as those to be obtained during the tariff proceedings, revenues and expenditures as well as costs to be included in tariffs for their services will be determined.
Tariff proceedings shall ensure that the approved tariffs are based on opinions which meet general tariff setting principles and the criteria as laid down by the Law on Transmission, Regulator and System Operator of Bosnia and Herzegovina, Tariff Pricing Methodology for Services of Electricity Transmission, Operation of ISO and Ancillary Services and Methodology for Development of Tariffs for Services of Electricity Distribution in Brčko District of Bosnia and Herzegovina.
The State Electricity Regulatory Commission informs all interested parties that they shall have access to the complete documentation at the SERC premises until 22 November 2011, and may send written comments regarding the subject of the proceedings to the SERC address (Tuzla, M. PUBLIC NOTICE ON FORMAL PUBLIC HEARINGS
Crucial facts in the tariff proceedings shall be determined at formal public hearings to be held:
- on Wednesday, 30 November 2011 – tariffs for distribution services in Brčko District BiH
- on Thursday, 1 December 2011 – tariffs for operation of the Independent System Operator and ancillary services
- on Friday, 2 December 2011 – tariffs for electricity transmission services
starting at 11.00 hrs in the building of the Cantonal Chamber of Commerce (Kantonalna privredna komora) in Tuzla, Trg slobode bb.
Formal hearings are open to the public but the present parties representing the public shall not give any comments. The parties who are interested to participate in the formal public hearing procedures in the capacity of interveners have to submit their requests in writing no later than 22 November 2011. The intervener status may be granted to a party who provides evidence of direct interest in the tariff proceedings which differs from the general public interest.
